2018

4.4 - Organizations/ Dojo’s which do not register enough students must be Charged?

A decision has been taken that those Organizations or Dojo’s who does not register the required number of blackbelts will be charged for the deficit. They will be given a 1 year probation to comply, failure will result in their membership being changed.

4.6 - Dan gradings in the World cup hosting country

A decision was previously taken that the hosting country of the WJKA World cup will encourage their students whom are ready for Dan gradings to do so during the event.

4.7 - Registration of Dan’s

It was previously decided that dans must be registered within 3 months of the grading. No exceptions will be made and South Africa must ensure compliance.

 4.8 - Registration of 1st kyu’s

All has been reminded that all 1st kyu’s must affiliate with the WJKA 1 year prior to attempting Shodan grading.

4.1 - Lack of feedback from Board Members when requests are send out from HQ as well as other Board Members. 

Shihan Jan reminded all about the 24-hour rule which no one adheres to. It was decided that all communication will be copied to the General Secretary whom will be responsible to follow it up to ensure that the time standard is adhered to. 

4.2 - Dress Code of WJKA Representatives

No Board or Junior Board members may wear black gi’s or T-shirts under their gi’s. We practice traditional karate and should therefore reflect as such.

4.3 - Input from Board Members concerning the preservation of traditional karate.

Any input in this regard must be sent to the Chief Instructor. All will introduce the use of a Purple Belt (4th Kyu) for the sake of uniformity although traditionally it never formed part of the system.   The ranking system for color belts will be as follows:

  • 10th Kyu – White Belt
  •   9th Kyu – Yellow with a white stripe in the center
  •   8th Kyu – Yellow Belt
  •   7th Kyu – Orange Belt
  •   6th Kyu – Green Belt
  •   5th Kyu – Blue Belt
  •   4th Kyu – Purple Belt
  •   3rd Kyu – Brown 3
  •   2nd Kyu – Brown 2
  •   1st Kyu – Brown 1

3.2 - Viability of the European Cup

It was unanimously decided that the European will not be held again and that all efforts will rather be focused on the World Cup every second year.

3.4 - Referee and Judges fees and additions to the rules.

There will not be any national referees or judges through the WJKA only international referees and judges. 

4.1 - WJKA Affiliation and Setting of Fees 

The financial viability of the WJKA was discussed and it was decided that the affiliation fees that will be applicable with immediate effect will be as follows:

Individual lifetime membership (1st Kyu and above)          30 Euro

Dojos (will only be allowed a E class instructor License)   100 Euro

Organizations (will be allowed E – A Class License)            150 Euro

  • Note:    To affiliate as a Dojo such Dojo must have at least 10 black belts affiliated to the WJKA.  /   To affiliate as an organization such organization must have at over 10 black belts  affiliated to the WJKA.
4.2 - Restructuring of the WJKA BOARD 

After some discussion it was decided that the WJKA Board will change to a 5-member board which will be chaired by the Chief Instructor. The Shihankai will cease to be part of the WJKA Board as well as Tadeusz Lebida Sensei.

Hanny Knobel and Jan Knobel (Jnr) Sensei resigned from the board. Tadeusz Sensei, Anatoli Sensei and Shihan Jan will form a technical committee to oversee technical matters. The WJKA Board will be as follows:

  • Shihan Jan Knobel  -  Chairman
  • Anatoli Sensei  - Chief Referee/Technical Director
  • Riaan le Roux  - General Secretary
  • Wouter Meedendorp - Administration
  • Ian Janse Van Rensburg - Marketing

4.2 - Hosting the World Cup (WC) annually or every two years

The meeting unanimously decided that it should be every two years as the travelling cost would be prohibitive for most.

3.5 - Lifetime Membership

Lifetime membership will continue as long as a karateka is an active member of a WJKA Dojo.  Where the Dojo leaves the WJKA, members will be allowed to continue as individual members. Such members must however inform the WJKA of their intention to remain as members within a 3 months period, failure to do so they will result in them becoming inactive.

4.1 - Instructors Course, License Renewals and Fees

After thorough discussion the following was agreed to come in effect on the 1st of August 2018:  WJKA Instructors operating rules

4.3 - Uniformity in WJKA Items Purchased

It was agreed that all WJKA items will be designed by HQ and followed by all members. The purchasing can be done individually by members and or organizations as long as the items conform to the WJKAHQ standards.

3.2 - World Cup 2019

It was agreed that trophies is not necessary at the international events and that the hosting organisation can decide if they want to handout medals only. The President however indicated that it would be nice if a trophy for the best karateka participating at the event is available for men and women. This is not a necessity

4.2 - Acceptance of Dan grades other than from the JKA

It was decided that such applications be referred to the Shihankai whom will advise the Board on the acceptability of such an applicant.

4.4 - Placement of a membership list on the WJKA website

It was agreed that a membership list will be displayed alongside the

Yudanshakai list reflecting active members. HQ will send the list to organizations to confirm the correctness thereof.

4.5 - Inclusion of the examination results with the request for a Dan Grading Registration

It was unanimously agreed that the examination results of a karateka, on the prescribed form, will accompany the request to HQ for dan grade registration.

3.1 - Assistance with WJKA newsletter

The President raised his concern that only one article were received from Shihan John Turnbull whilst all agreed to assist. Hanny has however finalized the newsletter and it will be sending out soon.

4.1 - License Renewals

The Board was unanimous that licenses will only be renewed if the applicants attend WJKA gasshukus at international or national level. Chief Instructors in each country will be responsible to send the WJKA HQ at the beginning of each year a list of all the attendees. 

4.2 - Time limits for re-examinations 

All karateka who must redo a portion of their grading which they failed, must do so no earlier that three months or later than 1year after their grading. Failing to do so will result in a full regrading being required with the resultant costs.

4.3 - WJKA policy regarding religious or cultural dress at karate events

After much discussion it was decided to stick to the WJKA rules as it stands. Shihan Jan will however solicit a legal opinion on the matter as it is not the organisations intention to discriminate against any religion or culture. The WJKA is however a traditional style and must therefore comply with the traditional rules.

2.1 - Restructuring of the WJKA Board. 

Riaan le Roux raised the issue that consideration should be given to restructure the WJKA Board so as to position members to their strengths. Sensei Jan (Jnr) indicated that the Junior Board suggested that if a position on the Executive Board becomes vacant then such a position must be filled by the understudy of that person.  After much discussion it was decided to keep the current Board as it is and to accept the Junior Board’s recommendation. 

2.4 - Junior Board Responsibility

The Board was unanimous that the Junior Board must have certain responsibilities and will be given one vote on the Executive Board through their Chairman, Jan Knobel (Jnr). This will mean that he will have two votes on the Executive Board. Minute taking at their meetings will also be rotated to facilitate multi skilling.

2.2 - Instructors licenses need to be reviewed or not. 

The issue was raised that some instructors are never seen by the WJKA but yet they are the face of the WJKA in their countries. Licenses are renewed automatically. After much discussion it was decided that standardization within the WJKA is a necessity for quality control and the only way to ensure that this takes place will be to force all instructors to attend standardization seminars at least once in three years, that is held during the World Cup and European Cup. Should this not be possible then they must arrange to train with a member of the Shihankai or a senior Instructor inside their countries whom have attended the World Cup or European Cup training. In the future instructor’s licenses will only be renewed at the same level if this has occurred. Instructors whom have failed to attend licenses will be downgraded one level lower. HQ to inform all organisations of this new rule and that it can be regained. 

2.3 - Examination rules/ grading syllabus. 

It was confirmed that a single set of examination rules will be used when a WJKA grading is conducted or for which a WJKA grade is awarded. Although these rules exist, the grading panel will have the choice to add techniques that they would like the examinee to perform. The President as the technical head will include a note in the rules that reads that the rules will only be used as a guideline during grading and that the grading panel has discretion to add combinations to assess the karateka’s ability.

2.4 - Centralization of Dan examinations, E.g. during EC and WC

It has come to HQ’s attention that karateka who attend the World Cup and European Cup grades within their organizations instead of at these events. All organizations must be requested to grade as many of their students during the World Cup and European Cup. This will add to the significance of these events for karateka. 

Currently it has been found that WJKA licensed instructors grade karateka for dans but do not register same, only to apply later for the latest dan to be registered. This cannot be accepted and in such cases,  karateka will be required to homologate all their previous dans as well. Homologation is not a ensured as the karateka may be requested to regrade at the next international grading.

2.6 - Pre-Registration of students, time between brown belt and black belt examination 

It was discussed that all organizations be informed to register their brown belts at 3rd kyu level with the WJKA. This issue was however never put to the vote and needs further discussion at the next meeting.

2.8 - Best of karate series being the bible/guide book of the WJKA 

This was again confirmed during the instructors training that the Best Karate Series of Nakayama will be used as the ultimate guide to kata and that all organizations will standardize their kata to ensure compliance with the guidelines. A standardized outlook will be applied during future World Cups. The Chief Referee is to ensure that all referees judge kata on this basis.

2.9 - Dress code 

The dress code will remain as is with a grey pants, white shirt, navy blazer, WJKA tie and black shoes. No shoes or socks to be worn on the floor.

2.11 - Junior Board

The issue was raised that there is no succession strategy in place to ensure continuance of the WJKA as an organization should the current Shihankai fall away. This is a dangerous situation and could end an organization if not managed properly. It was unanimously decided that a Junior Board be instituted to work alongside the current Board and to capacitate them to ensure a seamless continuance should anything happen to the current Shihankai.

The Junior Board will be made up of Senseis Jan Knobel (Jr) as their Chairman, Alexander (Sasha) Naumenko Vice President, Darell Meedendorp Vice President and Technical Advisor, Danny Slooters as Secretary and Shaun Joubert. The Chairman of the Junior Board will be responsible to organize the Junior Board and to assign task to the members. Jan Knobel (Jr) will attend Senior Board meetings.

4.5 - Members who do not respond to WJKA HQ’s notices to renew their affiliations will be suspended.

The process to be followed will be first a notification, then a friendly reminder, which will be followed by a final reminder after which they will be suspended. This will be indicated as such on the WJKA websites. All suspended members will be removed after a period of two months.

7.1 - Board to discuss Advertising issues from all members.

All new members will only be listed on the website once all information and payments have been received. People or organizations will not be allowed to advertise their affiliation to the WJKA without being in good standing with the organization. KT will write to those whom have transgressed.

 9.1 - Promotion of the WJKA by members

The issue regarding whether organizations should be allowed to join the WJKA or must it be individuals or both, were discussed.  It was decided that both would be allowed and that HK will create and individual and organizational list for the Website. KT to discuss the issue with the Shihankai.

9.2 Email decision dated 20 January 2016 

The following decisions where taken unanimously via email.

9.2.1.

AN to take over the position as Chief Referee. Shihankai will assist him. KT to send him a task list.

9.2.2.

All Board members and the Shihankai to be made administrators of the Facebook pages so that the can upload as much information as possible. HK to give them administrator status.

9.2.3.  

The Chairman of the Board be added to the Shihankai.

9.2.4

RLR to Chair Board meetings if KT is not available.

9.2.5

HQ to take over the Liaison position from KT and will report directly to JT Shihan on all such matters.

Other Organizations

We made a decision on the most important item, which is the dan grade acceptance.

- Grades coming from JKA, JKS, JSKA or IJKA will be accepted.

- Grades from unknown or small organizations will be noted as such, but not accepted.

- In case a member wants a WJKA dangrade registration, HQ will award this request from Shodan up to Godan without investigation and after payment of the fee.

- Godan and up will be decided by the Shihankai after presenting the Karate history of the applicant. Each case will be viewed separately.

- Decisions about licenses will be done accordingly.
